UCS to expand into the USAMRMC Office of the Staff Judge Advocate
April 10, 2013The U.S. Army Medical Research and Materiel Command (USAMRMC), Office of the Staff Judge Advocate (OSJA) receives, evaluates, and files patent applications on inventions conceived by USAMRMC and U.S. Army Medical Command (MEDCOM) inventors. The Office of Research and Technology Applications (ORTA) markets, negotiates, and executes patent license agreements for these inventions created by Government employees. The ORTA is the Program Manager/Contracting Officer’s Representative (COR) for the Joint Technology Transfer Initiative (JTTI), a congressionally-supported project aimed at meeting the technology needs of the Department of Defense. In coordination with the Maryland Technology Development Corporation (TEDCO), the ORTA receives and coordinates scientific reviews by USAMRMC technical experts of proposals from small businesses, which are then reviewed by TEDCO for possible funding.
One criterion for funding is a collaboration plan with a USAMRMC laboratory or institute collaborator. Protection and exploitation of intellectual property (IP) rights requires particular expertise and handling. UCS will provide IM/IT and administration services to support an invention and technology transfer database called Knowledge Sharing Systems Tech Tracs (KSS) to record and integrate intellectual property data, associated collaborations, funding agreements, licensing agreements, and marketing information. In addition, UCS will support the OSJA and ORTA in distributing newly-executed Cooperative Research and Development Agreements (CRADAs) and metrics reports to the Department of the Army, U.S. Army Medical Command, USAMRMC laboratories, and other appropriate agencies.
